The 2017 Project on the Industrial Waste Flow Control Administration and Management Review of Industrial Waste Disposal Plan

The Executive Yuan’s Environmental Protection Agency commissioned the “2017 Project on the Industrial Waste Flow Control Administration and Management Review of Industrial Waste Disposal Project” (hereinafter referred to as the Project), aiming to train 15 project engineers to be stationed in environmental protection departments in all cities and counties (except of the six Special Municipalities, Kinmen County and Lienchiang County) to counsel and help the industries to be familiar with the standards and reporting obligations concerning the waste storage, removal and treatment (or reuse) as prescribed in the Waste Disposal Act, thus enforcing the waste generators’ responsibilities and cooperation on industrial waste control. During the Project implementation, we helped complete the formulation of the “Regulations for the Review of Industrial Waste Disposal Plans”, and the study of the “Reference Manual for Reporting and Reviewing Specific Industrial Waste Disposal Plans” for the reporting formats used by the hospitals, sanitaria, LTC institutions, nurseries, department stores, hyper- and super-markets. In order to enhance the quality of reporting and reviewing the Industrial Waste Disposal Plan (hereinafter referred to as the Plan), we also evaluated the introduction of verification mechanism by engineers, and did the field checks with the aid of each environmental protection department. To improve the industrial waste reporting information, we helped formulate the “2017 Industrial Waste Disposal Checks and Audits Working Plan” and conducted the on-site audits and checks so as to enhance the rate of reporting on the waste disposal and flow, and the Plan’s review and passage rates. Moreover, we studied the applied mechanism for the industrial waste information integration and disclosure. The Project accomplished the three parts as follows: 1) training 15 dedicated professionals to support and improve industrial waste disposal flow controlling and auditing abilities of all levels of environmental protection agencies, 2) improving the completeness and accuracy of the industrial basic data contained in the database of the “Industrial Waste Reporting & Management System (IWR&MS)” in order for all levels of environmental protection agencies to conduct the auditing and comparison in tracing the waste flow, and 3) reviewing the reporting format and content of the Plan so as to improve the Plan’s review and carry out the management system through the Plan. The relevant results from the Project may be provided to the government agencies as a basis to evaluate their controlling strategy implementation and as a reference in statutory amendments to the waste analytical quantification in the future.
